1.  NEWS FROM THE COUNCIL

What about the Canada-Ontario Immigration Agreement? A one-day forum for key stakeholders

The CSPC-T, in collaboration with a range of provincial community partners, is hosting a forum on the Canada-Ontario Immigration Agreement which was signed November 21, 2005.  This event will take place on Tuesday, March 28, 2006 from 9:30 AM until 3:30 PM, at the Metro Central YMCA in downtown Toronto.

A group of province-wide organizations with a particular concern with the learning needs of newcomer communities has come together to share information and strategies to promote effective community and school-based initiatives.  The signing of the Canada-Ontario immigration agreement represents an exciting step forward.  As one of our first steps we are seeking clarity about the agreement and its implications for education and settlement programming for newcomer communities in Ontario.  We are holding this one-day session to develop a shared knowledge base, to clarify the current situation with funding, and to identify ways in which we can partner to enhance the delivery of services to newcomer families in the province.

The organizations co-sponsoring this event are:

  • Social Planning Network of Ontario (SPNO)
  • Ontario Teachers Federation (OTF)
  • Ontario Council of Agencies Serving Immigrants (OCASI)
  • People for Education
  • Ontario Public School Boards’ Association (OPSBA)
  • Joint Centre for Excellence in Research on Immigration and Settlement (CERIS).

The Community Social Planning Council of Toronto is acting as secretariat/facilitator for this informal coalition.

We anticipate approximately 150-200 attendees from the education and settlement sectors.  We have invited both the Provincial and Federal Ministers with responsibility for this field to make a presentation on the agreement and provide some detail on the roles of the respective levels of government as the agreement is put into action. Following presentations from the Ministers or their designates, there will be a moderated discussion involving the sponsoring organizations and the senior civil service staff who have carriage of the agreement, to allow for a more detailed exploration of the implications of the agreement for programs in Ontario that will support the needs of newcomers.

This morning session will be followed by lunch and an afternoon session where participants will have the opportunity to discuss, in greater depth and in smaller groups of either interest or geography, what they would see as next steps in promoting effective delivery of education and settlement programs for newcomer communities in the Province.

We anticipate significant interest in this important event.  Space is limited, so please confirm your attendance as soon as possible to cspc@cspc.toronto.on.ca.

Service Canada

Call for Interest to Participate on the Voluntary Sector Advisory Committee on Employment (VSACE)

Over the past year, CSPC-T has worked with community organizations to get HRSDC and now Service Canada to respond to the needs of community-based employment and training organizations.  Part of that work has been through the Joint Voluntary Sector/Service Canada workgroup, which has resulted in significant changes in the ways in which Service Canada funds, and deals with, community organizations.

As part of Service Canada’s commitment to an accountable, responsive and innovative government, they are looking to establish a permanent consultative body, the Voluntary Sector Advisory Committee on Employment (VSACE).  The VSACE will aim to ensure that government programs and services enhance employment outcomes for communities and individuals, and that government decision making respects the unique role that voluntary sector and community-based organizations play, in contributing to the employment and labour market development system in Canada.

Service Canada is inviting application for membership on VSCAE.  The committee will comprise 12-15 members from the voluntary sector and will meet three times a year with senior staff and officials from Service Canada as well as representatives from other government departments.  The duration of committee appointments will be up to three years.

For information on the selection criteria visit: http://www1.servicecanada.gc.ca/en/epb/sid/cia/CCSB/vsac-employment.shtml

Applicants should send a letter with contact information (full address and email coordinates) by email to the Selection Committee for the Voluntary Sector Advisory Committee on Employment at: VSACE-selection-committee@servicecanada.gc

or by fax to (819) 994-4655.  The letter should explain how you meet the requirements of membership.  Applications must be submitted on or before Friday, March 10, 2006.

Access Not Fear: Non-Status Immigrants and City Services

This report is based on the findings of a collaborative research project by university researchers and community organizations based in Toronto, including: Access Alliance Multicultural Health Centre, Community Social Planning Council of Toronto and Davenport-Perth Neighbourhood Centre.

The goal of this project has been to understand the barriers that non-status immigrants face in accessing city services in Toronto. Focus group discussions with community agency workers, community activists, union activists and academics in Toronto were also conducted.
