But a decade of underfunding and under-resourcing has left this sector in peril. This report, authored by Peter Clutterbuck and Rob Howarth for the Community Social Services Campaign and the Community Social Planning Council of Toronto, focuses on the "perfect storm" of trends that have created these conditions, and what we can do to improve conditions. The Campaign seeks to: Shine a spotlight on the important contribution that agencies and their workers make to the city, with a massive day of celebration in the Spring of 2007. Identify and promote provincial funding issues and solutions among MPPs, Ministers, and opinion leaders in the private and foundation sectors. Rebuild investment in our community social services by government.
