Scarborough-Rouge Park By-election Resources

On September 29, 2025, residents of Ward 25 (Scarborough-Rouge Park) will go to the polls to elect a new Councillor. So far, 20 people have registered to run for the seat. Scarborough-Rouge Park has a population of approximately 101,485 residents, of which 51.9% are immigrants. According to Social Planning Toronto's 2024 Child and Family Poverty Report Card, the 2022 child poverty rate for Scarborough-Rouge Park was 24.1%, a 6.1 percentage point increase over 2021.

Scarborough-Rouge Park By-election: Where, when, and how

The by-election takes place on September 29. But you don’t have to wait for election day.  Find out if you are eligible to vote, when to vote, where to vote, how to vote, and who is running at the City of Toronto’s website.

Advance voting

During the advance voting period, Scarborough-Rouge Park voters can cast their votes in specific locations with their city approved IDs on Saturday, September 20 and Sunday, September 27 from 10 a.m. to 7 p.m.

For this by-election, the two advance voting locations are the Malvern Recreation Centre (30 Sewells Rd) and Heron Park Community Recreation Centre (292 Manse Rd). 

Why vote before election day? 

  • Advance voting is less busy so you can avoid stressful lines.
  • Advance voting is more flexible; you can choose the day that works best for your schedule.
  • You can vote at the advance voting location most convenient for you.
  • Sometimes life happens; vote early in case something comes up on election day.

Who is eligible for advance voting?

Anyone who is eligible to vote can use the advance vote option.

You are eligible to vote if you are

  • a Canadian citizen; and
  • at least 18 years old; and
  • a resident in Ward 25, Scarborough-Rouge Park; or
  • a non-resident of the city of Toronto, but you or your spouse own or rent property in Ward 25, Scarborough-Rouge Park; and
  • not prohibited from voting under any law.
